Osun Youth Empowerment Scheme (OYES) is a revolving 2-year volunteers scheme, an initiative by the Osun State Government, under the administration of the then Governor Ogbeni Rauf Adesoji Aregbesola in less than 100 days in office as a fulfillment of a manifesto earlier promised to the good people of Osun State, introduced on the 17th day of December, 2010.
The OYES Scheme empowers 20,000 volunteers across the 31 Local Government Areas including Ife East Area Office of Osun State. Ultimately, the scheme aims at empowering 80,000 or more volunteers in 8 years.
The OYES Volunteers Scheme is divided into different specialized cadres such as:
- Public sanitation,
- Public Works Brigade,
- Green Gang,
- Osun Sheriff Corps,
- Traffic Marshalls,
- Osun Paramedics,
- Sanitation Czars
- Teachers Corps
They are thereafter deployed to productive services in these identified areas of our socio-economic life. The empowerment scheme apart from being a deliberate programme designed to energize the State’s comatose economy; is also a radical and innovative approach to tackling unemployment, youth restiveness and potential criminal tendencies. The OYES remains the biggest Grassroots Youth Empowerment Initiative in Nigeria and Sub-Saharan Africa. As such, the scheme has been commended by World Bank as an admirable model for incorporating the Work Component into Western Social Security System.
The training of the OYES cadets is designed to build Character and Competence supported by Physical fitness. It is designed to bring out the Omoluabis (Virtue) in our OYES Corps.
To energise the comatose economy left behind by the administration sent packing, 35,000 uniforms for the Corps members were sewn by the tailors resident in Osun State through their umbrella union Nigerian Union of Teachers while 5000 units only were sewn outside as emergency backup.
First Bank Plc partnered with OYES to open accounts for the corps members at the registration centres such that their payments could be automated and paid directly to the bank with no cash handling. Cadets were subsequently issued ATM cards with which they are paid their monthly allowances. It is noteworthy that up to 80% of the cadets were first time account holders and first time card holders. The OYES corps enjoyed unprecedented separate allowance for training /camp alongside a monthly allowance which covered same period.
